Small Business (SB)/Disabled Veteran Business Enterprise Program (DVBE)
Welcome to the Department of Rehabilitation SB/DVBE Program Page.
We hope you find the website both informative and useful. DOR recognizes this commitment enhances California's local economy and also enriches our experience as a result of doing business with a wide range of vendors. The foundation of our program consists of internal and external deliverables to help ensure program success for all DOR's stakeholders. To enhance SB DVBE program opportunities the Department has developed an interactive program for prime and small, micro and DVBE businesses alike. DOR strives to achieve both small and DVBE business program mandates through continued training, education, and outreach programs within DOR and in the prime and small and DVBE business communities.
Our website is designed to help the small business or DVBE business owner by providing various links, resources and web tools to help increase your business visibility and opportunity for achieving successful competition for our services, IT goods/services, and commodities. Your firm must be CA certified SB/MB/DVBE firm. If not, please review Additional Small Business Resources on how to get certified.
We also provide links to Department of General Services (DGS) , Department of Financial Information System for California (FI$Cal) , the Federal Small Business Administration (SBA) and the Governor's small business portal: GO-Biz - the Governor's Office of Business and Economic Development.

Doing Business with DOR
DOR spends nearly $400 million dollars annually to purchase goods and services for commodities, personal services, and IT goods and services and construction services. The DOR's Sacramento Headquarters office and 15 district offices statewide including satellite offices each have various services and commodities requirements.
The following links provide a list of services and commodities frequently needed by the Department; and under Commodities link, you will find a list of both Business Enterprise Program and District Office staff contact information to assist with more direct outreach efforts to these locations.
If you have questions or need assistance related to either program, please contact:
